Section Manager Employer Support at FOI

The Total Defence Research Institute (FOI) is a government agency conducting world-leading research in defence and security to support Sweden's military and civil defence. The research spans several areas, such as underwater, cyber defence, space, electronic warfare, sensor systems, civil defence, CBRNe (chemical, biological, radiological, nuclear and explosive substances), military platforms including weapons and protection, as well as security policy analyses. FOI's research plays a key role in building Sweden's defence capability.

About the Position

The HR unit has an important mission to create conditions for FOI to develop and grow in the agency's significant task of strengthening Sweden's total defence. Within the HR unit, you will be the personnel responsible manager for a newly established section consisting of currently about 12 engaged and competent HR generalists and an occupational health engineer. The section's primary mission is to provide expert, professional, and operationally close HR support primarily at tactical and operational levels to managers at all levels within the agency. The HR support covers all HR-related issues such as leadership, competence supply, work environment, equal treatment, labour law, salary issues, and administration. The section's mission also includes development as well as planning and implementation of training initiatives within the HR area.

As section manager, you contribute to ensuring a good work environment, long-term competence supply, and present leadership at FOI. This includes ensuring the work on continuous improvements and further developing effective and appropriate processes. This also includes preparedness and continuity planning to ensure operationally close expert support in various crisis situations. As a manager and leader at FOI, you are expected to represent the employer in accordance with applicable guidelines and values, promote an inclusive and professional work culture necessary to carry out HR's mission, utilize and further develop employees' skills and experiences, and create good conditions for a sustainable work life. You are part of the unit's management team.

The section's employees are stationed in Stockholm-Kista, Stockholm-Grindsjön, Umeå, and Linköping. Therefore, it is part of the role to also lead employees remotely, as well as to travel to FOI's various operational locations each month. The position is located in Kista. You report to the HR manager.

About the Unit

You will be part of the HR unit, which belongs to the Research Support department. The HR unit consists of about 50 people with expertise in HR, recruitment, training, salary, and travel. Do you have the competence profile we need?

Requirements

  • Relevant experience as a manager with personnel, budget, and operational responsibility.
  • Academic degree at least at the bachelor's level in the HR field, or other academic education combined with relevant work experience that FOI assesses as equivalent.
  • Several years of current work experience providing qualified HR support to managers in a larger and complex organization.
  • Good knowledge of Swedish labour law and applicable collective agreements within the public sector.
  • Experience leading change initiatives such as organizational change, development of strategic HR processes, digitalization, or similar.
  • Experience in union negotiations and collaboration.
  • Very good knowledge of Swedish and English in both spoken and written form.

You have a good ability to lead, motivate, and create participation, engagement, and conditions to achieve the organization's goals as a manager. You are secure and stable in yourself and adapt your approach to the situation. It is natural for you to meet your employees trustfully and constructively, and you have the ability to understand their situation and perspective. Creating good collaborations both internally and externally is natural for you, and you have a good ability to establish and maintain trustworthy relationships. You are clear in your communication and convey goals and feedback effectively. Furthermore, you have a holistic view with a broad perspective on issues while thinking strategically and considering the long-term significance of matters. You are comfortable in the role of decision-maker, have the courage to act, and handle issues and information with integrity. We place great importance on your personal qualities!

Meritorious

  • Experience in qualified HR work within public sector.
  • Good knowledge and experience of HR support in the work environment area.
  • Experience in digitalization, system development, and implementation within the HR area.
